Free, import and print to PDF
Every common system already has both halves, a contacts app that opens .vcf and a way to print to PDF. Pick the one you are on.
On Windows. Double-click the .vcf to open it in the Contacts or People app, or import it into Outlook. With the contact open, choose Print and pick Microsoft Print to PDF as the printer, then save. Microsoft Print to PDF is built into Windows, so there is nothing to install.
On a Mac. Import the .vcf into Contacts, select the contacts you want, then File, Print, and from the PDF menu choose Save as PDF.
With Google Contacts. Import the .vcf at contacts.google.com, then use your browser’s Print and choose Save as PDF as the destination.
Any of these gives you a readable PDF of the contacts for nothing. It is ideal for a few contacts. The catch is that printing works contact by contact or screen by screen, so a .vcf packed with hundreds of contacts gets tedious.

What about PDF to vCard
Some people arrive wanting the opposite, a PDF to vCard. That is a different and harder job. A PDF is a laid-out page, not structured contact data, so going that way means reading the names, numbers and emails back out of the page and rebuilding vCards from them, which is not the same as the clean export described here.
